If you want the US to get involved in your country’s atrocities it helps to:
a.) have oil there
b.) have your dictator goad us into it

Milosevich did neither of these, and got away with genocide in Bosnia to the tune of about 200,000.

Oh, and it also helps to be Christian, as the Muslims in Bosnia would probably attest.
This book really challenged my peacenik nature, as history would show that appeasers rarely get what they want (stop aggression).
