Forty Signs of Rain is, in some ways, an infodump about global warming and the threats it holds. The characters are scientists (mostly working at the NSF) and government employees working to manipulate the system to force the government to take the threat of global warming seriously and to do something to address the problem.
In between, we get lots of amusing anecdotes and insights into topics such as driving in Southern California and Washington, D.C., the Buddhist approach to science, the beauty of athletic performance, and so forth.
