This is one of the greatest “alternate history” stories ever written, and may well be one of the earliest to appear. It does not have a driving plot, per se, nor does it attempt to resolve anything. To me, it is a brilliant snapshot of a world as plausable as our own, that touches our own in some frighteningly realistic ways.
