It’s a fun little low-budget technothriller with a hard science fiction core. A CIA (I presume) agent starts investigating against the advice of higher-ups when seismic anomolies are detected, combined with odd… occurrences around the globe, leading to discovery of a case of Science Fun Amok that threatens the entire Earth.
